Brigadier General Richard J. Hayes, Jr. is the Assistant Adjutant General-Army of the Illinois National Guard. He assumed this position June 10, 2013. Prior to becoming the Assistant Adjutant General, he was the Director of the Joint Staff, Illinois National Guard. As Assistant Adjutant General, General Hayes serves as the principal deputy to the Adjutant General in all matters pertaining to supervision and management of the Illinois Department of Military Affairs and the Illinois National Guard, which consists of 13,000 citizen-Soldiers and Airmen. Additionally, he is responsible for developing and coordinating all policies, programs, and plans in Joint and Family matters. He is also designated as the Illinois National Guard Dual Status Commander.
General Hayes commissioned in 1987 from the Reserve Officer Training Corps program at the University of Kansas as a field artillery officer. He has served in both the Illinois and Kansas Army National Guard.
During his nearly 25 years of military service with the Illinois Army National Guard, he has held several positions including battery commander with Battery C, 2nd Battalion, 122nd Field Artillery in Chicago; commander of 2nd Battalion, 122nd Field Artillery in Chicago; commander of Task Force 122 in New Orleans, Louisiana, during Hurricane Katrina and Rita Relief Operations; assistant chief of staff G3 for the 35th Infantry Division; deputy commander of Task Force Falcon in Kosovo, Serbia; director of operations for Joint Force Headquarters in Springfield; and commander of the 129th Regiment (Regional Training Institute) in Springfield.
General Hayes’ professional military education includes the Field Artillery Officer Basic and Advanced Course, Command and General Staff College, U.S. Army War College, Joint Task Force Commander Training Course and Contingency Dual Status Command Qualification Program. He holds a bachelor’s degree in geography from the University of Kansas, a master’s of business administration from Touro University International and a master’s of strategic studies from the U.S. Army War College.
General Hayes’ military awards and decorations include the Legion of Merit (1 Oak Leaf Cluster), Meritorious Service Medal (2 Bronze Oak Leaf Clusters), Army Commendation Medal (1 Silver Oak Leaf Cluster and 1 Bronze Oak Leaf Cluster), Army Achievement Medal, Army Reserve Components Achievement Medal (1 Silver Oak Leaf Cluster), National Defense Service Medal (1 Bronze Service Star), Humanitarian Service Medal (1 Bronze Service Star), Kosovo Campaign Medal, Global War on Terrorism Service Medal, Humanitarian Service Medal, Armed Forces Reserve Medal (“M” device and Silver Hour Glass), Army Service Ribbon, Overseas Service Ribbon, Army Reserves Components Overseas Training Ribbon and Non-Article 5 NATO Medal.
