to provide policy and guidance in information resources management and
technical support to all elements of the Army National Guard. |

In 1987, The Adjutant General, moved personnel assets in order to
bring the state and federal sides of the agency towards compatible
automation goals and equipment. |

The staff is comprised of both state and federal employees working
together to provide an effective environment for automated personnel
and equipment assets utilization. |

Directorate of Information Management (DOIM)
Mission
The Directorate of Information Management is responsible for planning,
programming and budget execution as well as overall security and
operations for the Army National Guard's automation systems in both
administrative and tactical modes. The office performs systems
administration for electronic mail and data transfer service between
major headquarters of the National Guard within Illinois as well as
throughout the nation.
DOIM Organization
Network Operations Branch

The Network Operations Branch provides overall
Command, Control, Communications & Computers (C4) for the Joint Force
and National Guard Armories within the state of Illinois. This section
consists of the Network Operations Manager, Network Engineers, Senior
WAN / LAN Specialists, Systems Administrators, Database Administrators,
Systems Security Managers, Computer Systems Software Specialists and Web
Architects / Engineers. The Network Operations Center (NOC)
responsibilities include internet / intranet / extranet web development,
enterprise network solutions, router and switch configurations,
intrusion detection systems, firewalls configurations, network
monitoring, computer forensics, patch management, virus protection,
operating system / imaging maintenance, software installations and
maintenance, remote systems management, incident reporting and systems
security. Additionally, the Network Operations Branch performs backup
procedures on various systems throughout the state, troubleshoots and
repairs network and telephony outages, performs bandwidth analysis
procedures on network infrastructure and services, develops and
maintains computer and server images and imaging procedures, performs
incident handling procedures, manages, reviews, and stores system Event
Log and associated procedures, manages all web content on both internal
and external web servers, and maintains/tracks all needed web
certificates within the state.
Telecommunications Branch

The Telecommunications Branch consists of three different sections.
The Telecommunications Section manages switched communications systems
that provide primary voice communications to the state, manages the
purchase, installation, troubleshooting, maintenance and removal of
telephone systems and voice/data circuits throughout the state,
receives, processes and submits for payment all telecommunications bills
to the USPFO and P&C; maintains accountability of customer phone usage,
designs, develops and conducts technical and operational tests and
evaluations of a wide range of communications equipment and systems,
manages and serves as the issuing facility for cellular phones,
Blackberries and Iridium satellite phones, manages the Blackberry
program to include server maintenance and upgrades, monitors lifecycle
of communications capabilities at armories and upgrades accordingly to
include equipping new facilities with future growth capabilities, and
maintains all small armory VOIP sites as well as large armory PBX sites
providing C2 operations and troubleshooting procedures.
The Visual Information Section plans, programs, coordinates, and directs
Visual Information (VI) through consultation, analysis, design,
development, procurement, production, and reproduction of VI products
and services, plans and administers the state ARNG VI Program and
utilizes the VIOS reporting program for scheduling of all services;
manages installation VI architecture, coordinates all activities related
to the full range of VI products and services such as still photography,
manual and computer generated graphics, presentation services, video and
audio support, video teleconferencing, and cable television, manages
production of electronic and printed material for various activities,
directs, through other specialists and/or users, the creation of graphs,
charts, diagrams in the form of transparencies, slides, displays,
computer graphics, videotapes or hard copy, manages the Video
Teleconference (VTC) program and audio conferencing scheduling
throughout the state; provides oversight and scheduling of secure and
non-secure VTC�s, and manages the DA Photography program for the state.
The Communications Security (COMSEC) and Spectrum Management Section
manages the state Communications Security COMSEC program, develops and
manages the state Spectrum Management Program, maintains the state
frequency authorization document and allocates/assigns frequencies to
supported activities in the state, prepares, publishes and disseminates
Signal Operating Instructions (SOI) using automated systems (i.e. ACES),
provides guidance and technical assistance to subordinate elements
concerning SOI preparation and frequency management, manages the states
non-tactical radio networks, to include High Frequency (HF), Very High
Frequency (VHF) and trunked systems, manages the LCMS automated COMSEC
control and maintenance system, manages the state Secure Terminal
Equipment Program, manages the Defense Management System for SIPRNET
access and troubleshooting
Service Support Branch

The Service Support Branch is responsible for delivering
desktop, office, and onsite automation support, providing Tier 1 and 2
helpdesk support for ILARNG and Tier 3 support for ILARNG field units,
installing and supporting file and print services, installing and
maintaining enterprise application software, managing and maintaining a
customer service database, providing management and assistance in
evaluating and directing customer support ticket tracking and
resolution, providing communication between DOIM staff and the
customers, providing internal controls to the directorate with emphasis
on maintaining customer oriented support, troubleshooting hardware and
software incidents, assisting customers in determining requirements
regarding hardware and software purchases, coordinating with the USPFO
to maintain accountability of IT equipment, conducting periodic
inventories of IT equipment, receiving and issuing new IT equipment, and
overseeing the turn-in/destruction of �end of lifecycle� IT equipment.
Administrative Service Branch
The Administrative Services Branch is broken down into multiple
sections. The Reproductions Section performs print shop operations,
performs media duplication services, and orders administrative
publications and blank forms.
The Postal Operations Section manages state postal operations and
approves postal funds.
The Records Management Section acts as administrator and approving
official for Army Records Management System (ARIMS), provides guidance
for records management and file distribution, maintains state FEDLOG
accounts, and publishes state level publications and forms.
The Freedom of Information Act/Privacy Act Section manages the state
Privacy Act program and manages the state Freedom of Information Act
program.
The Administrative Section approves and maintains state office symbols,
approves unit Pinpoint publication accounts, and acts as administrator
of state wide copier management program.
Tactical Branch
Mission: The Tactical Communications Branch focuses on current tactical
communications capabilities while ensuring acquisitions are compatible
and incrementally adaptable to future IL NG objectives. The branch
also focuses on equipment fielding, interoperability, mobility and
throughput of tactical, to include STAMIS, systems and capabilities that
support Homeland Defense and Domestic Operations. In the tactical domain
successful information management requires all three 'layers' of a
system architecture (application, middleware and network) to be designed
to work co-operatively to manage information flow. The branch is also
the primary J6 interface for tactical signal force structure issues IAW
AR 25-1 and AFI 33-1.
