Normal, Ill. - Five-year-old Arlo Hepner, the son of Illinois Army National Guard Lt. Col. Aaron A. Hepner pins his father’s new lieutenant colonel rank onto his uniform as Hepner’s wife, Jennifer, hold their other son, 1-year-old Theo, as Col. Jason Carter, commander of the 65th Troop Command, looks on during Hepner’s promotion ceremony at Heartland Community College in Normal, Illinois, Aug. 14, 2026. Hepner, who serves as the S3 operations officer for the Peoria-based 65th Troop Command, was promoted from major to lieutenant colonel after more than 16 years of military service.
